In a nutshell, the telephoto lens lets you get 'closer' to a distant subject (like viewing through a telescope) whereas a close-up lens lets you get even closer to a close subject like using a magnifying glass.

Telephoto ... take a photo of something 200 meters away, making it appear bigger in the photograph than it is.

Closeup lens ... take a photo of something 20 cm away, making it appear bigger ... etc.

There are filters that will allow you to get very magnified images. Problem is that you’ll be working VERY close to the subject, sometimes so close that you’ll interfere with the light falling on it or scare them away. Also, they aren’t very sharp at maximum apertures, but they are comparatively cheap & can give good results. These filters come in +1, +2, etc & can be stacked for more magnification.

See this post for +10 filter shots.

Better would be a Macro lens, which is in the 80mm-105mm range and allow you to shoot from a distance of feet away, instead of inches. They are also very sharp. I wouldn’t recommend one in the 50mm range as you are still pretty close to the subject.
A telephoto with an extension tube or bellows will do a good job, too.

Here are some shots Scottes took with a Sigma 105mm Macro:
