Well, all you can know is when the sun is going to set, not what it will look like. So, if you´re wanting to shoot sunset, go to some neat place when it´s going to happen. Rest is pretty much up to luck (and skill, of course).

Sometimes "a case of right time right place". Sometimes a look at the future weather reports helps to "plan" (yeah, right!) a shoot. Sometimes I use a sunset I've shot before & put it in a shot.

Do what feels good to you & start carrying that camera. ;)

Right place normally since clouds are never the same unless you see a clear sunset, you can count on certain clear ones.

Kinda, but make sure you know what your doing with metering and filters and stuff. Also make sure that you arrive there with ample time to setup before the sunset starts. And lastly, make sure you use a tripod and remote shutter release.

With me, it tends to be "right time and right place" because I usually don't set out to find and shoot a sunset. Usually I'm out and see a sunset. And, I don't always have gear with me!
Here are a couple sunsets I grabbed with point and shoot cameras because that's all I had at the time:
This one was before I either owned a DSLR, and had a driver stop a car along a highway an just braced against the top of the running car:

This one I was just out on the Columbia River with my little pocket Canon SD630 and I couldn't resist:

Lesson? Plan when I can, equip when I can, but number one, always carry some kind of camera and take the shot!
