It has some potential, but for me, there is too much white sky. You took the wrong day with no clouds, to take the picture. It would have helped to give it a more dramatic effect.
It probably will help when you crop the image by cutting of some of the sky. Another option is to copy in some dark clouds with PS(E). Sharpen it also, perhaps even more as normal in this case.
Just some thoughts from an amateur.

Would make a good learning experience-trying to turn it into an acceptable image by taking parts from other images. Other than that....

I like it. I'm a bit of a minimalist, so the white space appeals to me. I see the white space as a weight bearing down on the building. You may consider cropping for a widescreen 'film' aspect ratio to emphasize the horizontal elements.

The sky is deliberately pure white. The minimalist feel was intentional.

Why did you post this in two of the POTN forums?

Minimalist rendering intent notwithstanding, nothing is in focus possibly due to the low IQ. Is this the result of cropping a very small area of a much larger image? Also, distribution of tonal range doesn't appear to be especially good.
