Looking at one of my photos EXIF I see an exposure bias of +1.3 steps
What does this mean?

What mode where you shooting in and how did the picture turn out. If you are in anything besides manual the camera will try to compensate if it believes the picture will be under/over exposed.
Example: if you are shooting in TV and set the shutter speed to 1/250 and you are using a maximum f4.5 lens. The camera's meter may believe that you actually need a f2.8 lens or a shutter speed of 1/80 and it will try to compensate. Sometimes this works and sometimes it doesn't. Another advantage of being comfortable shooting in M. You can control the amount of over/under exposure to get the picture you want.

I was in Aperture priority and the photo turned out fine, I was wondering what this +1.3 stops of exposure bias was?
So the camera automatically adds or subtracts to try to create a good exposure and this is what the bias is? Nothing I can control in any mode but Manual?

I don't believe that is correct. If bias means EC o exposure compensation then you might have accidentally turn up EC to +1.3 stops. I dont believe that your camera is capable of safety shift in AV mode. I closest to safety swift is ISO shift, which if I remember correctly for at least in canon DSLR is available only in the 1DMKIII.

Sounds like exposure compensation to me, but that's just a guess. Maybe try taking a pic with EC deliberately adjusted and see if that syncs up.
