I've never used these micro slave devices before, as i've used pocketwizards and the canon transmitter. I've got a vivitar 283 sitting around and figured I could find something to fire it off the system I'm currently using. As far as my understanding this is activated from a flash so as long as the flash could see this device it would fire. Am I correct or do I need some other type of transmitter to work with this?

That particular model is designed for studio strobe packs with a household connection.

Look for one with a hotshoe that your flash can mount to, or one with a PC socket like these (http://flashzebra.com/opticalslaves/index.shtml).

You can use any flash to trigger it, as long as you aren't using E-TTL mode.

The flash i'm using has the household connection, so in that scenario will they fire with my 420/430/ST-E2?

You can use the 430EX (if in manual mode) to fire a 283 connected to an optical slave, but not the other two.

The 420EX has no manual mode so it will fire a preflash which will confound the optical slave, the ST-2E will do the same thing.

Enjoy! Lon
