Are you using photoshop? If so grab the elliptical marquee tool and select on a second layer, inverse the selection and fill.

If you need square sides with rounded corners, look in Help for info on selections: add to & subtract from.

that doesnt seem to look like what I am meaning to get.....I dont want it to look like a vingette.....I just want a thin boarder on the pic but the edges to be slightly rounded instead of pointed (like a square w/ rounded edges) Am I doing something wrong?

Sorry I misunderstood your question. You want to make your selection with the rectangle marquee and then go to Select > Modify > Smooth and adjust

I am so sorry for sounding dense.....I did what you suggested above....and all that did was select a rectangle? the smooth didnt do anything? What am I suppose to do w/ that tool? Sorry to be such a PITA! Just really could use this in alot of my Christmas cards this year and I am having the hardest time figuring out how to do this! *sigh*
You know what Im talking about right? Just a simple boarder around the pic, but it has rounded corners.....Ill go look at the specific section I was directed to....
Thanks guys for your help....and patience! :)

One way to do this is to use ruler guides to mark the inside straight edges of the border area, then grab the rounded rectangle shape tool, set the radius of the corners, then fill the area inside the ruler guides with a rounded rectangle shape.
Raster the shape and use the magic wand to select the transparent area of the shape layer. Next add a new layer then fill with what ever color you like. Lastly turn off the shape layer and you are left with a rounded corner border.

Are you usings CS3 or something like Elements? If you use Elements they have frame actions which will make this very easy.
