Can't make up my mind on if I like this better in color or B&W

Same here. I can't decide either! :-D
I think maybe I just prefer the black and white as the red lights in the left background draw attention from the main subject and the foreground wooden panel, which are of a different tone.

I'm still trying to figure out what it is, but I'd go with the color minus the red.

It is a boat bumper that is tied along a hand rail at a pier.

I like the B&W, lets me look at the details instead of the whole image...

I lean towards the color. It brings out "something" in the rope and the wood that I'm not getting from the B&W, and I'm a self-professed B&W fiend.

I like the B&W, maybe if you add a little warm tone, it will help to bring out more detail. If your interested, just add a color balance layer around +5 at the top slider, and -5 on the bottom slider... they play with it to your liking. :)
