is there anyway I can do Infrared effect using photoshop?

IR is available in an action. There are various ones on the net. Here is one,

I've done a tutorial in photoshop to create an action but the results weren't anything like what is achieved using an IR filter or Film.

virtually all the fake photoshop IR converted photos I've seen look crap. it's simply impossible to accurately mimic infrared from visible light images, and usually requires extreme PP to get anywhere close, which ruins the image.

Agree with you Duder!
Infrared photos can not produce by Photoshop due to IR rays couldn't see with naked eyes and hot mirror at the front of image sensor cutting off IR rays. Its mean a software only playing with visible light. The term "Infrared Effect" is just color manipulation (boost R, drop B and G channel,added grainy/noise, etc.) and produce pseudo color on image. It will happen suppose you using red-opaque filter. You can't see green foliage becoming whittist (chlorophyl's effect on IR) or water is being black. Simplified for you: Use IR filter and you will get IR effect.
