How to prepare a proof page.

How can I prepare a proof page like a 24x30cm with the proofs at 7cmX4,65cm ?
Is there a program that can automate the process ?
I need to do the thumbs and make a catalogue into the 24x30cm sheet with the filename of each photo (small size) like : IMG_003.jpg

Photoshop has a customizable contact sheet function ...
