Resize for web with CS3

Can I resize for web, IE, this site, and "see" the same quality image that I see on my monitor?

It seems as though everything I post goes to hell whenever I downsize and post for the web.

Can anyone give me a specific workflow for doing it?

use file > save for web & have the optimized tab selected. make sure your "image size" is set to 72 dpi.
