Is there a plug in or other way to download raw images from the A60? If not, what models have this capability?

I couldn't find information for the A60...but here is a link to specs for the A70, which does not support the RAW file format. Are you sure the A60 supports RAW files?

I finally found the specs for the A60. It does not appear that the camera supports the RAW file format.

Among the Canon non-dSLR cameras, I think you'd need to move up to the S60 or S70 level, or the new G6, or the Pro1. All the specs are listed here:

No, I'm not at all sure of that. If it doesn't then that would answer the first part of my question for sure.

Then, I'd still be interested in how much upgrade in camera model I would need to get to that level.

I believe you'd need to get the G5, G6, Pro 1, or one of the DSLRs to get "Raw" capabilities. Earlier G series will also support Raw, but they're only going to be available used.

If I were to move to one of these cameras that support the raw format, what additional needs would I have for using this feature with Adobe Photoshop Elements?

Photoshop Elements 3.0 (announced this week but not released yet) will support Adobe Camera Raw conversion. I believe Photoshop Elements 2.0 does NOT support Raw conversion.

You can also use Canon's RAW converter, which comes with the software bundle for those cameras. Adds another step, but . . .
Also, Irfanview is able to read Canon's RAW format.
