Why does my avatar always look horrible?

I try to take an image and resize it small enough for the avatar and it winds up looking like crap. Is it because I'm resizing it in the windows image thing and not Photoshop? Is it just too hard to crunch down all those pixels into that small of a size? :rolleyes:

Use Photoshop to resize, and sharpen after resizing with a radius around 0.4
