Another 20D newbie question

Just got my 20D yesterday, read through the manual and can't figure out why the autoflash unit only pops up when in Auto Mode. I move it to Program mode, and it no longer automatically pops up (as it says it should in the manual). What I'm I doing wrong?

In program mode the flash does not pop up automatically. You must push the button on the upper left face of the body to pop the flash up. Once it is up everything is automatic the same as it is in full auto mode. See page 92 in the manual.

Got confused until I saw "Basic zone" and "Creative zone". Looked like it should automatically popup in both. But now that I think about it, that would be rather silly.
