This is one of canons most popular lenses, it's a perfect focal length for a "walk around" lens. It isnt the most sharp lens you can get but it's really good enough for most people out there. And, it has IS and USM...an added bonus.
I just got some money back from my tuition (long story that i'd be more then willing to tell  ). Once i get my camera paid off i think i'm gonna have to finally break down and buy this lens.

It's a good Canon lens. Highly regarded for lots of general purpose photography. Not super fast. It's affordable.
It's not particularly long, nor wide. It has a good range of zoom, but not too broad.
It has IS, and for some photographers, that is important. Not too important if you always use a tripod.

Its a great lens that some think is close to 'L' image quality. The range is great for a full-frame or film camera, but for me it is not wide enough on a 1.6 crop camera. I had one and sold it because I got the 24-70 'L'. But even that is not wide enough for my tastes.
The 28-135 is one of the most popular of the current 'walkaround' lenses. I think the new EF-S 17-85 IS will eventually overtake it in popularity.
Have Fun,

In that price range...i dont know of anything that offers that lens does.
It's actually quiet a sharp lens, just not 70-200 sharp, not 50mm f/1.4 sharp, not 135 f/2 sharp.
Dont worry, you'll love it i promise ;-)

A very popular "walkaround" lens, offering very good quailty for a non-'L' zoom, a versatile zoom range, and IS! Also, it isn't too large or heavy to walk around with or hand-hold for extended periods.
This lens sits on my camera (10D and now 20D) the vast majority of the time. :)

This is a great lens. It's pretty much my only lens. After 15000+ shots, it's still going. I like the fact you can focus pretty close to an object and the IS is really nice. Stopped down to F8 I think you can get really sharp images. Wide open not as much....not like an "L" lens wide open, but not the price either. Once I started stoping it down and using a good flash, my indoor photos really started to look nice.

Don't worry! Too many people let themselves be driven crazy because of all the things other people say about their equipment.
This lens is very popular because it's very good - it is one of the best consumer-grade (non-L) zoom lenses that Canon makes! You can make perfectly sharp photos with it. If you want the sharpest of the sharpest, you'll have to buy very big, heavy and expensive "L" lenses or prime (non-zoom) lenses.
The EF 50 f/1.8 II is a very cheap ($70) but super sharp prime lens. The EF 100 f/2.8 Macro is also very, very sharp (I find it's even sharper than my EF 50 f/1.8 II !).
