Anyone can suggest what package is good to start with either the Pocketwizards or the Elinchrom? I'm not asking whether to start with PW's or Elinchrom but packages from PW's or Elinchrom.
I have a 580ex II and a 430ex.

package? as in lights or light meter?

in terms of receivers, etc. I thought they sell like 2 receivers and a transmitter or vice versa...something like that.

PW+II or PW Multimax units can be used as either transmitter or receiver. So you just need to add up how many you need (1 for the camera and one for each light you want to trigger).
With the Elinchrom Skyport set, you need one transmitter for the camera and a receiver for each light you want to trigger. Make sure you buy a set with the Universal receivers. Note that B&H sells a set of 1 Tx + 2 Rx, but they are not the universal receivers.
For the two Speedlites you have, I would suggest this combo if you go with the Skyports.

Both brands have a 1/8" miniplug sync socket. To use them with Speedlites you'll need a hotshoe adapter such as this for each flash:
