I have noticed that the amount of clicks on a camera is a important criteria when buying used. Why is that? Do digital cameras have a limited life as to the amount of shots taken? If so, what is considered a "High Mileage Camera"

Camera shutters are designed for "x" Number cycles. A camera which has taken more images will have less life left in the shutter.
You can find a variety of estimates (un-official and official) on the web.
