I remember a thread with a title like "Best piece of camera equipment under $20" or something. I can't seem to find it, though I found a similar one that was incomplete.
In any case, it was a great thread, but that was months ago. So I'm starting it again - maybe there's new stuff anyway.
Best $20 I ever spent on camera equipment:
An Optech camera strap. (http://www.optechusa.com/cambino.htm)
Their "Pro" series (http://www.optechusa.com/profess.htm#PRO%20STRAPS)
Its soft, comfortable, and stretches nicely, and stays put. The stretch seems to reduce the camera weight by 50%. Great Stuff.

Mini-carabiners - the D-shaped ones. I have them hooked all over my Domke bag for clipping loose bits and pieces to, and they'll also serve if any of the regular bag hardware fails (happened once boarding a flight to Halifax pre-this; ended up running to Scotia Square where I found a 3" split ring in a lock shop to rescue the shoulder strap. Now I'm prepared.).

I hope you're more successful at getting it to stay on the camera than I was. I've heard they recently went through a design change on them, so maybe the problem isn't as bad as it was before. Good luck with it.

It locked pretty tightly on the 300D and when my 20D gets here I hope for the same...

So far I would have to say the Hama Double Spirit Level (Shoe Mount) is the best thing I have bought for the camera. It was alittle more than $20 ($37.95) but well worth the money. There are others out there under $20 though. Let me tell you, I got this level along with my 20D last week, it has worked BEAUTIFULLY since I got it. It works especially well with an L lens that has a tripod ring. Just loosen the ring, turn the lens until the level is flush, tighten the ring. Wala! Level pictures (On a tripod ofcourse  )

I haven't spent much on accessories, but the best $20 I spent so far was for a CF card reader...so much easier and faster!

Yes. As long as they are used by consenting adults who are legally wed.

If they're legally wed I'd sure hope they were consenting! :)
And if it's the Bush administration I assume you mean a marriage between a man and a woman :)

 I'm not sure anything this side of the pond costs less than $20
Still, if pushed I'd say my OpTech strap or my Sto-fen two way bounce.

If you do landscape photography, then you will probably agree with me that after the camera and tripod, this is the most important tool you can have. $13.00

Speaking of umbrellas and ziplocks, a medium kitchen-sized trash bag is pretty darn handy for 15 cents. And only 2 ounces more to carry....

Lunch or the blower?
I got lunch at the local Islands Restaurant.
The blower I found at San Jose Camera. Later I bought another one at Gordon's Photo in Reno, Nevada. Since then, I've seen them in several stores, but the easiest thing to do is just order one from B&H.
Better idea....order two of them. You can never have too much of a good thing.

Save even more money and instead of buying the Rocket Blower, go to the baby section of Target and purchase one of those bulb nose cleaners for babies. They do a great job! Nasal Aspirator (http://www.google.com/froogle_url?q=http://www.shop.com/amos/cc/main/searchxs/ccsyn/260/prd/7106769/adtg/09230423&fr=ALVksFsGXN6rJDWfJsey5YELoYWwikfG67pIcu ve-47RAAAAAAAAAAA)

I have one of those nose blowers (suckers) except it is used (used on my kids when little). Still good? (kidding).
The rocket blower works great, I recommend it. Also got it from B&H and it sits upright which makes it easy to grab when needed. People are talking about spending thousands on L glass so I think I can swing ~$10.00 for a rocket blower.
It's a good thing (quoting a jail bird).
