i'm trying to find a good canon for $200 or less for a friend. any suggestions?

For Christmas I bought an A570IS for my wife. It ate batteries for lunch. I had B&H ship me another 570 and that one had an intermittent shutter release button and was also battery picky.
In the 2nd shipment I also ordered an A720IS. What a nice little camera. IQ is better than the 570, the camera's focus speed is noticeably faster as well. Buttons work a bit better and the 720 is a slightly bigger package making it easier to hold.
The main problem remains flash recharge time (long) but that's what happens with only 2 AA batteries.
Battery life is good so far with the new camera.

I have SD100 (http://www.bhphotovideo.com/c/product/484781-REG/Canon_1861B001_PowerShot_SD1000_Digital_Elph.html) as my pocket camera (it really fits in my pockets!) that I carry all the time for just in case because I don't always carry my DSLR ;).

For a Canon under $200, I highly recommend the A720 IS. It invariably produces sharp pictures with that wonderful Canon color.
On Amazon.com it goes for under $190 from very dependable vendors.
Not only do the major internet reviews, like dpreviews, give it top marks, but there are almost none if any user complaints about lemons needing to be exchanged, as there are with the A570 IS, for example. All the bugs in A720 IS must have been worked out before production. Its lens is better and zooms longer than the A570 IS.

This would be my second take everywhere camera (may end up being my primary camera).
It can be found for $149.00 at Staples.

The SD1000 is a great ultracompact, but the A720 is going to be a better camera... and IS is a fantastic feature.

I told one of my students to get the A570IS. She did. She loves it, but it does eat batteries. That's okay. Just get rechargeables. Young people don't want to do that, they'd rather plug in a battery. Weird.
I just recommended the S5 to several people. It's $319 most of the time at Amazon. For under $200, though, any of the SD's with IS are good. I just like the grippy thing on the A series. :)

Any idea how it does in low light situations? I'm trying to find a good pocket camera that doesn't produce dark, grainy pictures like my Casio Z75.

Is there any ultra compacts that come with a lithium battery and last a bit longer? I want one that I can put my DSLR CF cards into and use so I don't have to change megia formats.

Very few cameras use CF cards these days... and *no* ultracompacts do.

Lithium battery and CF cards? Not currently. You'd need to look at some of the discontinued (for quite a while) G- or S- models for that, I think.
