Any good software has GIF compilation option.
Corel, GIF Animator, PS (I hope so ;]), free Unfreez and so on... or simply Google > gif animation

Of course you can use Flash to create that sort of animation (easily controlable with ActionScript).

I'm sure you can download a trial copy of Paintshop Pro, used to come with Animation shop. Not sure how much freeware is available for making animated gifs. Yes you can control the speed and the repeats with a gif animator.

Unfreez is free, easy to use and lets you control frame rate. I use it to make animated birthday cards.

Flash, Imageready, Photoshop all have ways of animating, just google them to find some tutorials/info.
