Why is it that some Titles are BOLD, while some remain non-bold? When I have posted topics, I look for a way to make them bold but do not see this option.
Also do HTML tags work in posts? Say I want to put a black border around a picture post? If not is this a feasible option? Sure I know I can do it myself, but sometimes I just grab a photo from my Smugmug account.

Bold titles are ones with posts you haven't read (that are less than a week old).
No, we don't support HTML code for, among other reasons, security purposes.

I guess I may still be confused. When I read a post it goes from medium blue to dark blue. But how do you get BOLD in a thread title?

You don't. Titles within a thread are formatted by the vBulletin software. Titles as seen when viewing a forum are formatted by vBulletin and your browser based on whether you've read them or not.

No it is not a Firefox thing.
What you see is that at a certain point in time threads are considered read (can also be done manually). Have you by any chance at some point selected the option "Mark forum read" ? That will mark the threads in that forum as read and they will be displayed as illustrated.

The "Too Many TLAs" is over a week old. As I said above, those won't be bolded. You'll also notice the check in front of the bolded titles; that will take you to the last post you've read. Since there isn't one in front of the thread you started, which isn't in bold, I infer that you have read everything that had been posted as of when you made the screen capture you posted.
If you mean that IE doesn't show the bolding, are you sure you're logged into POTN via IE? I get the bold fonts and the checkmark on the left in both.
