Now that I have a quality camera making quality pictures (at least for me) I would like to put them on my web site with the best quality. Up until now I have been limiting my pictures to 800 pixles and save them at high quality from PS CS(no number). Can I upload with a higher quality or will the quality be lost through web browsers? At what size/quality do others load their pictures?

You can upload at higher quality...depending on your web host's abilities. Loading at higher quality has a down side...it allows people to steal better quality pictures...

Which is better? Pbase or Flikr? Any other hosting sites which might be better?

Flikr has issues in my book....their terms of service are more than a bit shifty.
Pbase is very fast and reliable....and much easier for people to navigate than most other photo hosts. It isn't exactly handy for using as a sales gallery...Zenfolio is a far better choice for that purpose.

What about fotki? I am looking around for a hosting site, zenfolio/fotki/etc. Any suggestions? I would like to upload hirez 12-15MP and be able to post to forums at properly reduced sizes.

You can upload them at 1024px on the longest side for display on potn - the rules have changed recently
