Can you add borders around pics in photoshop? Also, What are minor things that can be done in PS to make a picture better?

Yes for your first question.

The second is that it depends on what it needs. Minor things are adjusting contrast, exposure, sharpening, saturation and it goes on from there.

Yes - check out layer styles, that way you can turn the effect on and off. To learn PS have a look at the book thread in my sig, esp the Scott Kelby book(s).
