Does setting the exposure in camera (+.3, +.5, etc) give better results than setting the exposure in Photoshop CS using RAW files?

You are usually safer setting the correct exposure in camera. However, a technique recommended by many for the best quality raw is to expose so the histogram as far to the right as possible WITHOUT blowing any significant highlights.

Not really better results, but what I meant was if I wanted to use exposure bracketing at +/- 0.3 on the camera, could I just shoot in RAW and then use Photoshop to do the +/-0.3 instead of storing 3 images on the camera? Would it be exactly the same thing?

It would be very very close. If you shoot RAW there's not much reason to bracket 0.3 - just take the most exposed shot that doesn't clip any highlights. See Roger's link for more info.

Certainly using EC in raw conversion is one way to increase the dynamic range of the final picture because you can combine two conversions - one developed for the highlights and the other for the shadows. I've a free action for doing this here:

I'd agree with Scottes that 1/3 stop in raw conversion either way would probably give pretty similar results.
