OK folks this will be a serious post now.. :D :D

I am torn between the 420EX flash and 220EX I know I will not use the flash everyday matter of fact I maybe might use it once a week.

To be perfectly honset with everyone I have never used a bounce flash nor do I know how to use one thats why I was kinda looking at the 220EX but some people have said the 420ex is sooooooo much better and the 220ex is not much better than the pop-up on my 10D now.

I would like to start some evening stuff but..........

Also what do these items do for the flash? http://www.stofen.com/index.htm

The people you have talked to are right about the 220ex being not much better than the pop up on your 10D.
The price difference between to two is only $60, but the physical difference between the two is like day and night (no pun intended).
Your onboard flash has a Guide Number (flash intensity so to speak) of 12, the 220ex has a GN of 22 and the 420ex has a GN of 42.
Without the swivel head on the 420ex you would not be able to bounce and would encounter, red eye, harsh shadows, over exposed areas etc.

If I were you I would purchase the 420.

The diffusers you linked to are for diffusing (softening) the light from the flash thus softening the shadows.
