would it be better to get step up rings or the adapter to reverse the lens. i have a 28-90mm lens. i really do not know much about either of these.

both..;)..tubes..then 60mm reversed on to 105mm..your get 4:1 life size..so i been told.lordv is the one to talk to..

Not sure what you want to do- if you want to reverse one lens on the front of the other you cannot use step up rings to do it the threads are wrong- you need a reversing coupler which has male/male threads.

If you are asking is it easier to use a lens with extension tubes rather than using a reversing camera body adapter, then it is easier to use extension tubes as long as they maintain full electronic contact with the lens (eg Kenko tubes) although you would achieve higher magnifications with a camera body adapter.
