I don't know if it's the same technique, but the picture reminds of a technique described as the Lazlo technique on Fred Miranda's People forum. Ah,i've seen that guy's stuff before!
He has a fawning group that give him high marks on photo.net.It seems you either love or hate it and i'm most definitely the later !

You just have to study the shadows and light the subject like they did.
There must be a light to the upper right of the subjects that is casting a shadow on the girls dress and on the adults neck and behind the adult (to the bottom left) on the floor. So there is a light up to the right of both of them comming down at an angle. Then look at the toys in front, shadow shows a light from straight above them (look at the shadow closely on the toys). Maybe a light on the back wall. Really study the shadows and figure out where there must ba a light to cast that shadow.....
