With my Powershot S1 IS i can attach sound files to my pics. Can these sound files only be heard through the camera, or can I email mail them and the person on the other end hear them. Thanks.

They are a separate wav file, so they can be emailed without the picture.

So what good is the wav file with out the pic?

Just another feature. Use it as you wish. You could use a slideshow programs and add the sound to the picture that way and then email a small video that included the picture and the sound.

I have the file for the movie with sound but how do I extract the .wav file to use is separately?
Can I add or re-record the sound for the movie? Where can I learn more about how I might add music or other background sounds layered with the existing recorded sound?

If you use the anon camera feature to add sound to a still picture you get a wav file. If you shoot video the sound and video are on the same file. It is an MJPEG avi file. You can use programs like Ulead VideoStudio or Pinnacle Studio to add additional sound files to the videos.

As stated, the sound function is simply an added feature so that you can add a comment to the picture for whatever reason... maybe you want to remind yourself where a particular shot was taken, or what was going on in the shot- whatever you want.
I've never tried using the Canon software to download my pictures, but I know if you use a card reader, the .wav file will be in the folder with the picture, I think with the same file name, except as .wav, rather than .jpg
Regarding movie files (.avi), if you'd like to replace the sound or add extra sound to it, if you're using Windows on your computer, you can download and install Windows Movie Make 2 for free. I've messed with it slightly and it seems to be quite good for basic movie manipulation, particular with adding small effects and sound editing. However if you want to do more and have some money, I really like Pinnacle Studio... but then again, if you're doing something so major that it requires Pinnacle Studio, you'd want an actual video camera.
