I would like to start an Atlanta-based group, but I can't find the option. I assume that the forum software is set up for it.

No, vBulletin (at least here) is not set-up for that.

There is an entire forum here devoted to local events. It's called POTN member activities. Not exactly what you are looking for, but you could still talk to people in your area in that forum.
