I wonder if the conversion of raw files in Photoshop Elements 3.0 is of the same quality as in PSCS. Anybody, any hints?

I don't know but most likely it has exactly the same RAW processing software (Adobe Camera Raw) as Photoshop CS, so the quality will be exactly the same.
