Do you know if it is possible to submit the same photos to multiple stock agencies? Obviously it would increase chances of selling, but maybe there is some law against this......?

No law but, I would imagine it would be a quick way to get both agencies to drop you like a bad habit.

Some stock agencies will try to hold you to an exclusivity clause.
