Having read about using the Orton effect, I decided to give it a try. I am not sure if what I was reading was a cut down version of how to achieve it or not. I was surprised how quick it can be done, anyway I tried it out on just this one shot and was looking for some C&C, or maybe some more in depth info on this subject.

I've never heard of the Orton effect but I think it looks good. It looks just about right.
It looks like you did a local contrast adjustment with USM or an s-curve in the curves and a gaussian blur with soft light blending. Am I close?

Thanks gooble, I think the overall effect depends on the image itself, it looks cool but probably does not work on every subject. If you scroll down the link you will see what was done, and as I say it seemed quite easy, but maybe someone will come up with more suggestions on how to improve it even more.

It makes my eyes hurt. SOMETHING needs to be sharp in it?

I would reduce the opacity of the blurred layer. I think that is the biggest variable with this effect.
Also it's not the greatest effect for landscapes. to me

I did have that same feeling myself photosguy. I am going to take some different subjects this week and play about with it a bit more, as mentioned in the article, adjusting the parameters is probably needed to acheive a better result.

I agree with Frank (except it didn't hurt my eyes). I took a copy of each and then applied a layer mask to just the white water part of the second image and I liked it alot better.
This is one of those things that there is no right or wrong answer. It is a matter of personal taste. Some will love it, some will hate it. I like the effect on this particular image but somehow I don't think it is going to work on everything.
