Help with border

I am sure I saw a thread way back on this subject, but cannot seem to find it. I would just like some help in producing the black border with the thin white line around it that can be seen in a lot of pictures, hope someone knows what I am on about? Thanks

What software are you using?

Or, if using photoshop, you need to use the resize canvas tool (Image>Resize Canvas) and increase the image size by a few pixels.
