Help, porfavor..

Can anyone tell me how to get this type of affect. I'm not quite the photoshop expert just yet so any help is greatly appreciated. Thanks in advance.

I don't see a photo there that I would call cartoonish. I do see some nice post processing on some of them. Have you tried opening the filter gallery and trying a number of them. Some of them would give what I would call a cartoon look to an image.
