Just use the crop tool and put the dimensions in the boxes, just don't put anything the dpi box. It'll resize it to whatever length and width you specify.

The best method for resizing in 7.0 or CS is to use the resize wizard. Click Help> Resize Image click Print , click 200 , leave the next entry at 1.5X and your finished. This tool is very little used, or known of, yet produces results better then Genuine Fractals especially for up sizing images to poster size. ( I have posters to prove it works awesome) This is not to be confused with just using the resize image tool under the image menu, which does not work the same....

Could be a couple of things. First, after you resize the image, did you make sure you were not still at 25% or 33% view after the resize? This sometimes makes the resizing appear to be jagged, when it actually is not. Click View/Actual Pixels after the resize to double check.
Second, when you do image size, try the various resampling options. I typically select bicubic sharp, but you can also select bicubic smooth as well as several others resampling methods.
Hope this helps.
