Hermit like thing

I could not get a clear view of the body of this thing.
Left me wondering : did that bug build it's house? Did it chop those twigs up?
(a lot of them seem to be about the same length)
And finally , what is it?
Whole house was about 10-12mm long.

Wonderful shot- assume it's a bagmoth caterpillar. Think you've got the lumberjack version there :)
I get tiny ones that build little cones out of dirt/detritus grains
see below- only about 3mm long
