A smart filter is simply a smart object. Your question is fairly vague and probably the reason that you have not had a response. The online help of photoshop does a good job of explaining these. I have attached a simple explanation on how I use them.

I also Googled photoshop smart filter tutorials and there is enough results there to keep you reading for awhile.
