I have a few actually. And I know there are many factors that do into this so I'll keep that in mind.
1. What do you pay them?
2. Do they help in the PP?
Do you give them credit if you pst their shots on your website or is it simply "property of..."

That's something you work out with the 2nd shooter.
If I were 2nd shooting something I'd talk with the photographer about how we go about properly crediting the images and what not. Pay is usually on per hour basis, and if they're skilled in PP, I'd pay more for that skill.

There is not cut and dried rule on this. I always supply the gear for anyone that does second shooting for me. I pay based on the job and the time involved. I give them a copy of whatever they shot to be used for self promotion only. It is written in to an agreement that they cannot use the images for anything else.
In reality the only time that you need a second shooter is when you have a large enough job to justify it. I will ask a wedding client if they want that second person but in most cases they decline the extra expense. I mostly use a second person on commercial shoots and then they function more as an assistant than a second shooter.
I have taken a couple of new shooters on weddings simply so that they could gain some personal experience. I didn't need them nor did I use anything that they shot but the same rules applied as far as use. The last thing you need is a second shooter going behind your back to the client with some things that they shot.
I always do all of my own post processing. In certain circumstances I have a photoshop expert that I will bring in if I get too far behind on post processing.
