I hope someone can help me understand this situation. I took two pictures. First one, shot with flash at ETTL, camera at M f4 1/60 iso400. The picture turns out to be underexposed. Second picture, shot with flash at Manual 1/128 (the lowest flash power selectable), camera same setting as above. The second picture turns out to be overexposed. My question is, are there flash power output level that are not selectable (outside of 1 to 1/128)? I am positive that the flash was fired in both cases.

Yes, you are correct. It looks like the flash can electronically control the flash output to a level even lower than what you can select manually.

I don't think it's so much the flash power as it is the duration...
It amounts to the same thing in the end I guess, exposure level.

Yes, it amounts to the same thing. Controlling the duration controls the power. :)
