If I create a new document on PS, is there a way to insert a photo to fit around the size I specified? (Without cropping)

Be more specific. You can open a blank file and then open the file of the photo and drag the background layer of the photo into the blank image.

I don't know of an easy way. Copy and paste the image in, the use the transform tool to resize it.

The "Place" option under File -> Place lets you do that.

Just select the image and enter in the dimensions you want. Photoshop will resize it on the page and you can put it wherever you want.
