If I have an image size of 3888X2592 pixels and change it to 1024X683 pixels, what will it do to the final product that is printed?

It'll be of lower resolution. You're combining slightly more than 14 pixels into one (area, not linear), so you'd get about 1/4 the linear resolution. Recommendations are to allow at least 250 pixels/inch for prints; so you'd effectively be limiting yourself to about a 4x2.5" print before it started breaking up.
