I am looking for a GND filter and a circular polarizer filter that will not cost me an arm and a leg.

Any suggestions?

Definition of "arm and a leg"?
GNDs from HiTech are great and much cheaper than Lee's.
Remember that you do get what you pay for, perhaps second hand is the way to go? Have you browsed the For Sale section here on POTN?

So you would reccomend buying a B&W or HOYA then huh...

What if the difference between the $200 HOYA and the $50 HOYA? is it that much?

hvstar will do you a good screw in Kenko Pro1 CP at a very nice price ... same as the Hoya Pro 1. On the grads then you could try the Cokin Z's but they ain't cheap either. The Lee ones do seem to keep their value very well should you sell later.

If you get a Hoya CP, make very sure it's the S-HMC super multi-coated version; apparently their Pro 1 Digital filters are only the less-capable HMC. I use B+W for round filters. And you want a rectangular filter for your grad. I use the (not inexpensive0 singh-Rays; Many have had good results with HiTech; be aware that Cokin's "graduated gray" filters aren't actually neutral; there's a bit of a colour cast to them.
