Can I use it on my 30D?

I got this thing at a garage sale a couple years ago so I don't even know how good it is, a speedlight SB-18.

Yes, you can use it on your 30D.
No, it won't work properly.
It's a TTL-only flash designed for Nikon film cameras. On your 30D it will probably fire full power if it fires at all. Without a way to control the output, a flash unit's usefullness is limited at best.
