create backround effect for Macro photos

I'd love to know how to get the "backround effect" for my Macro shots. I'm enclosing a
link below here to show what I mean.

What you see is pink and purple flower, but what I also love is the "paintbrush" effect
for the backround. And, I'd love to know how to do it without going into Photoshop.
But, I do have Photoshop Elements which has an easier learing curve.

Is there a simple way to achieve this effect. The link below will explain what I mean.

probably done post processing with something like paintshop pro or adobe photoshop.

i dont know about elements so couldn't give any advice that way.
