I just won a free copy of onOne's Photoframe Pro 3. Where do I install the files. I got as far as Programs>PhotoshopCS3>Plugins>??
What folder in plugins do i pit it in?

You are there, just put it in the main plugins folder.

I did. I see the plug in menu in Photoshop, but all of the options are grayed out.
I do get an error message when I launch CS3
"Unable to locate component: This application has failed to start because CoreFoundation.dll was not found. Reinstalling the application may fix this problem."
I click ok (the only option) and it boots CS3.

Did the install of the plugin software ask you where you wanted to install?

you can drag and drop as well. i do that with mine. i open it then drag it into te actions menu thing. ( after i unzip it all )

it's not an action tho. It's plugin software that generates frames. It should appear in the top menu bar (I saw someone using it).

Try looking in the filters menu. I had a simple version at one time and I think that is were it was located.

I have this program installed in the plug in folder and it appears in the top menu bar. I can not figure out what went wrong for you. It installed fast and easy for me. Have you tried a system restore to a safe point then try and re install the software?

Per OnOne: "Make sure it's in Grayscale, RGB, or CMYK. Version 3.0.2 or lower can only work with 8-bit images. If you've updated to version 3.1 you can now use 16-bit images"
