First You need to determine what You want. Do You want to create Your site completely from the ground or do You want to start of with a base site.
If You want to build it Yourself You need to decide hwat language You want to write it in, html, asp, php, cgi etc.
Then You need to get a domain name if You don't have one already.
When You have the domain name You need to find a host that support the languge You want to write the site in. My suggestion is that You steer clear of the free hosts because usually You get exactly what You pay for meaning that with a free host You usually have to accept ads and a slow service.
I will also recommend that You do NOT setup Your OWN webserver at home at this time. Doing so require a good deal of experience with internet security, firewall, router etc.
Have fun.

as far as building it, take your time, think about a design and stick with it, use sketches if you need to for the layout, and keep filesizes in mind, keep testing it out.

Front Page is simple and can produce simple sites. But the code it generates is bloated with a lot of unnecesary code (at least Front Page 97/98 did I have not used it in recent years).
I am just reading an article about an application that helps creating PHP/MySQL based websites. I have not tried it myself yet so I don't know what it can or can't But try searching for "EasyGen 2" and have look.

Below is small site I have built while I am still working on my photography skills, and one day hoping to do this as a living.

G'day mate,
I have been using Dreamweaver since verion 1.0 and i can safely say that it's one of the best ones out there (that i have used... ;)
It may cost a bit, but it's definitely worth it in the end... supports php, jsp, asp, among others (i use php now exclusively).
Good Luck !
