Make a digital pic look like a photo? I see some pics with the white line around them and want to use it too.

Is it a Photoshop filter?

You mean frames/borders? Yeah, that's in photoshop. I think I could do it again if I tried, but for the life of me, it isn't coming to mind right now.

VERY EASY:

Make sure that your Background is White (That is the Black and White Squares in the Floating Pallate)
Select "Image" from the Drop Down
Select "Canvas Size" from the Image menu
Select "Percent" from both of the Drop Down menus in the Dialogue Box (I believe that it indicates "Inches" by default).
Put in 5 percent for the "Width" value
Put in 7.5 percent for the "Height" value
Click "OK"

I use Paint Shop Pro 9 myself, and just use the default borders and frames that came with the program.

For more sophisticated frame and edge effects, I use Photographic Edges 6.0 from AutoFx.com.

do a search for PhotoShop Actions. I have several actions that make frames automatically.
