Are you talking about depth of field control to blur the background, forground etc? If so, your camera, as with many compacts, has very little control in this area.

I think he might mean a "zoom blur" effect like in PhotoShop.

Using the Portrait mode may help a little, but for the most part the Elphs don't give you much creative control.

If your camera has a manual mode, zoom it all the way out (telephoto), set your aperture as low as it can go, get as close to the subject as you can, and set shutter speed and ISO accordingly. That is the best background blur you can achieve.
I shot this with a Canon a95 P&S back in 04 just to prove that it can be done with some models. Not well, but it happens a little bit.

Unfortunately, you can't set the aperture on an SD1000. You can fiddle with exposure compensation and ISO settings and hope you get a good aperture, but that's about it.

I think he's talking about vignetting, which can only be done in an photo editor.

Well, he said "blur" out the outer section. To me, a vignette is a light falloff on the corners which translates into a dark fade rather than just a blur.

Well he did say "blur", and he also said "set" the camera to do the job, which seems to rule out post processing. I think he meant depth of field, but what would be nice, is for him to jump in and tell us exactly what he did mean.

Agreed.. It would also rule out post processing because of the title of the thread.. he is asking if there is a "mode" on the sd1000 for blur. So it simply couldn't mean photoshop as he is definitely talking about on-camera functionality.
.... I'm really beating a dead horse here I think. jde239, where are you man?
