Only buy a printer if you are wanting to have precise control over the process.
It is now cheeper to have you digital images printed by some retailer, and in most cases you will have a better print for much less expence.

If you can guess about how much printing you will do, you can make a better decision about a printer. I think most of the forum members here use either a Canon or Epson inkjet printer of some kind. The initial cost of the printer is pretty cheap, but then the cost of the consumables will hit you over and over. Consumable materials are ink and paper. The cost of the paper will be relatively constant from one printer brand to another, but the cost of the inkjet cartridges varies dramatically depending on the number of cartridges inside the printer as well as other factors.
Personally, when I bring my camera home, and I pop the memory cards into the card reader on the computer, I want to edit and print out something right there that minute. I do not want to wait for any commercial printing service to queue them up. I do not want to drive back and forth to the service.
With that in mind, I go through about $1000 worth of inkjet ink and paper per year. The printer initially cost around $400.

Yeah, if you can afford to wait a day or two for your prints... you'd be much better off with printing from a lab. (assuming it's decent)

So what would the average cost per page be, printing 8x10's on a Canon I9900?
