I have many OLD canon FD lenses. I am contemplating a new Canon SLR. Are the new Canon SLRs designed in such a way that you may attach the old FD lenses ??

Of course I know that no auto focus or F stop control would be in place, but would they mount and function as manual focus lenses??

You'd need an FD-EOS adapter. These were available for several years after the switch to the EOS system, but are probably only available now second-hand.
There were at least two types, one which just took care of the two mounts and acted like a short extension tube (with the loss of infinity focus that extension tubes bring) and another that had some optics in it to restore infinity focus, making it like a short teleconverter.

AFAIK all EOS cameras can meter OK with non-EOS fit lenses (not just FD lenses but T-mount types as well) if you use Aperture Priority mode. The camera will display an aperture of 00 but will meter correctly.
Obviously doing this requires lenses on which you can stop the aperture down manually.
