It would seem that the differences between the programs would be the same without regard to the user.

The difference is about $500
Seriously though I think Elements III is much closer to CS that Elements II as it will now convert raws and has some new tools like shadow/highlight ands a couple others.. If your not a superdemanding pro I bet Elements III would fit most people just fine especially if you invested in a book or two. Suggestion, Scott Kelbys Photoshop Elements III Book for Digital Photographers. Elements II and canons DPP should also keep most people happy.
